In June of 2021 Othal Wallace was allegedly detained by Daytona Beach Department Police Officer Jason Raynor. Daytona Police Department Chief of Police alleged that Othal Wallace is the individual that shot Raynor ultimately resulting in the death of Raynor. Othal Wallace was taken into custody on June 26, 2023. Judge Zambrano of Volusia County moved the death penalty trial location to Clay County with a trial start date of September 5, 2023.

People’s Legal Aid Project is responsible for raising funds for Othal Wallace’s Legal Defense. Organizers are optimistic that with the help of Death Penalty Attorney Gary Wood, Mr. Wallace will receive a fair trial. However, organizers expressed concerns about the racial make-up of jury selection pool, considering Clay County population density: 301.98 people per sq. mile3 and Ethnicity: White (71%), African American (11%), Hispanic (11%)4. Organizers have raised almost half of the funds needed for Wallace’s lawyer retainer fee according to recent social media campaigns.

According to the website www.plap.fund:

“People's Legal Aid Project, or PLAP, is a nonprofit charitable corporation organized under the laws of the State of Texas. It was established October 15, 2021, in response to We The People's need to raise funds for individuals, who could not otherwise afford effective assistance of counsel, facing unjust charges in certain types of criminal cases. In addition, to support of indigent individuals facing wrongful prosecutions, PLAP may also provide scholarships and other aid to individuals from certain traditionally discriminated against groups. This project began by the people and for the people to ensure justice for all. PLAP is governed by a board of directors with a membership base, who votes for directors every even year. To become a member of PLAP, please visit plap.life for more information.”
